An area code is the first three digits of a standard 10-digit NANP telephone number. The technical term for an area code is a Numbering Plan Area (NPA) code.

The country code (+1) applies to the whole US, plus Canada and several Caribbean nations under the NANP. The area code is a smaller piece inside that system that narrows the number down to one region or city.
An overlay is when more than one area code serves the same geographic region, added when an area needs more numbers. Everyone keeps their existing number, but every call then needs the full 10 digits, even within the same area code.
New codes are created when a region is running out of number combinations, usually from rising demand for cell phones, VoIP, and business lines. Regulators respond with a split, a new code for part of the region, or an overlay, a second code layered on top.
